  27.     1)    Someone has to write RFD (Request For Discussion) for
  28.         c.i.w and c.i.w.i
  29.     2)    post it to announce-newgroups@rpi.edu (or post it
  30.         to moderated newsgroup news.announce.newgroups.
  31.         Remember to add before your RFD text all the
  32.         newsgroups you want the article to appear if
  33.         you email it.
  34.     3)    The discussion period is about 30 days, and
  35.         should be in news.groups newsgroup.
  36.     4)    Then if it's clear that such a newsgroup should
  37.         be available you can write CFV (Call For Voting)
  38.     5)    Take care you have other person as vote-taker,
  39.         so you can make propaganda for your group (other
  40.         than RFD ;-).
  41.     6)    The voting period is 21-31 days.
  42.     7)    When the group passes, it takes 7 days until the
  43.         group is created.
  44.     8)    If the group does _not_ pass the next voting is
  45.         allowed after 6 months.

  49.     use FTP, gopher, or WWW (?). Or just read news.* groups
  50.     to find out how they do it ...
